President Barack Obama declared a major disaster in the New York City area and New Jersey Tuesday Superstorm Sandy pounded the Northeast, killed at least 28 people, sweeping homes into the ocean, flooding large swaths of coastal areas, crippling public transit, and leaving millions without power.

As the East Coast woke up, residents faced the prospect of up to a week without heat, light or refrigeration, while authorities tried to measure the full wrath of the once-in-a-generation hurricane.

The deaths included at least 10 people in New York City, Major Michael Bloomberg said Tuesday, adding “tragically, we expect that number to go up.”

Hurricane Sandy's winds picked up speed Monday as the storm made a left turn toward the East Coast, and some areas were already seeing flooding with waves and high tide combining to force water inland.

Sandy, a monster storm as large as any to ever threaten the U.S., had maximum sustained winds of about 90 miles per hour and was 260 miles southeast of New York City at 11 a.m. ET, according to the National Hurricane Center. The storm's wind speed has increased 15 mph over the past 12 hours.

The center of the storm was forecast to make landfall Monday night, likely in central or southern New Jersey, bringing a storm surge as high as 11 feet to towns and cities from Delaware through Connecticut.

"It's the worst possible time," NBC News meteorologist Al Roker said of the fact Sandy was due to come ashore during a full moon, which could lead to record flooding.

The truce, proposed by U.N.-Arab League envoy Lakhdar Brahimi and endorsed by the Security Council, is set for only the four days of the Eid al-Adha holiday, has no monitoring mechanism and no stated plans for its aftermath.

Five schools kept children off playgrounds and nervous commuters changed their routes Monday as authorities searched for a suspect in more than 20 random, unsolved shootings in southeastern Michigan.

Oakland County Sheriff Mike Bouchard urged the public to be vigilant, saying wide eyes probably were more critical than changing a daily routine.

"If you see something, say something. We'd rather check out 10 false things than miss one real," Bouchard told The Associated Press. "This is not going to slow us down. We're going to find this person."

No one has been hurt, and no shootings have occurred since Thursday. But a task force with officers from nine departments raised the number to 22 shootings after getting fresh reports in the region, more than 30 miles northwest of Detroit.

A man who was ordered last week to turn over all his weapons in a domestic dispute opened fire Sunday at his estranged wife's workplace near Milwaukee, killing three women and injuring four others, authorities said. He then apparently shot himself to death, police said.

The suspect was identified as Radcliffe Franklin Haughton, 45, of Brown Deer, Wis., said Brookfield Police Chief Daniel Tushaus, who said Haughton was found dead in the building, a 9,000-square-foot, two-story salon and day spa across the street from a busy mall. Police had not identified the dead on Sunday evening.

NEW YORK - A suspected terrorist parked a van packed with what he thought was a 1,000-pound bomb next to the Federal Reserve building in Lower Manhattan and tried to detonate it Wednesday morning before he was arrested in a terror sting operation, authorities said.

The suspect, 21-year-old Quazi Mohammad Rezwanul Ahsan Nafis, is a Bangladeshi national who came to the U.S. on a student visa in January for the specific purpose of launching a terror attack here, authorities said. He allegedly told an undercover agent last month that he hoped the attack would disrupt the presidential election, saying "You know what, this election might even stop," according to the criminal complaint against him.

"He clearly had the intent of creating mayhem here," Police Commissioner Ray Kelly told reporters Wednesday, saying his actions went "way past aspirational."

A Canadian border agent has been shot and her assailant killed at the main border crossing from Washington state to Canada, according to law enforcement officials. The crossing was closed to traffic on Tuesday afternoon.The Canadian Border Services Agency guard, who was shot in the neck area, was airlifted around 2:30 p.m. to a Vancouver-area hospital, The Province newspaper reported, citing emergency services. She was still breathing after the shooting, officials said Tuesday afternoon.

The shooter shot himself in the head after the incident, according to The Province. He has yet to be identified by police.
