To address these newly melded responsibilities, the profession of Homeland Security was created. Ten years later, there is a recognized need for responders from all disciplines, to include both public sector responders and private sector security professionals to have the knowledge, skills and abilities that allow them to participate in Homeland Protection related activities.

Homeland Protection activities are common to both the public and private sector and include prevention, preparedness, protection, mitigation, response and recovery from, “all hazards” including terrorism.

The Certified Homeland Protection Professional (CHPP) and Certified Homeland Protection Associate (CHPA) certification programs were established by the National Sheriffs’ Association in partnership with the National Domestic Preparedness Coalition, through the Global Center for Threat, Risk, and Vulnerability. The designations certify that individuals have demonstrated competency, knowledge, skills and abilities in the blended discipline of Homeland Protection, through a rigorous qualification and testing program.

Certified Homeland Protection Professional

The Certified Homeland Protection Professional (CHPP) designation was established to ensure that an individual who possesses the designation has the requisite knowledge, skills and abilities to be considered a professional in the area of homeland protection.

Those who hold the Certified Homeland Protection Professional (CHPP) designation are prepared to help their organizations prevent, protect against, prepare for, respond to, mitigate and recover from all hazards. They have demonstrated competency, knowledge, skills and abilities in the blended discipline area of Homeland Protection and have completed a rigorous qualification and testing program. Homeland Protection Professionals must have a predetermined blend of experience and education, show completed course work in the knowledge areas required by the Certification Board and take an online course and pass the Homeland Protection Professional test.

Certified Homeland Protection Associate

Those who hold the Certified Homeland Protection Associate (CHPA) designation have demonstrated that through course work and testing, they are prepared to begin a career in the area of Homeland Security. CHPA candidates must be current students or have graduated from an accredited college or university. They must have completed course work in predetermined areas relating to Homeland Protection which are determined by the Certification Board, and take an online course and pass the Homeland Protection Associate test.

Certification Board

The CHPP and CHPA are backed by a certification board that consists of recognized leaders in the Homeland Protection Arena. Board members include law enforcement leaders, private industry security professionals, homeland security leadership, fire service leadership, emergency management leadership, and health and medical professionals. The certification board reviews all Certified Homeland Security Professional requirements and ensures that they meet the highest standard. The Board Certification provides an objective means of distinguishing highly competent homeland protection professionals from their less experienced peers.

NDPCI / NSA Partnership

The National Domestic Preparedness Coalition, Inc. (NDPCI) is a 501c (3) nonprofit organization established by responders for responders after the September 11th terrorist attacks. The Coalition helps our Nation’s Emergency Responders, from both the public and private sector, to prevent, prepare for and protect their communities from all hazards, including natural disasters and terrorism, by providing the highest quality training and programs. The Coalition strives to leverage partnerships and participation by those on the frontlines who know best how to address their local homeland security needs.

Chartered in 1940, the National Sheriffs' Association is a professional association dedicated to serving the Office of Sheriff and its affiliates through education, training, and information resources. NSA represents thousands of sheriffs, deputies and other law enforcement, public safety professionals, and concerned citizens nationwide.

The National Sheriffs’ Association (NSA) is committed to supporting the capability and capacity of local emergency responders, through the Office of the Sheriff, to prevent, plan for, and respond to all-hazards events.

The NSA and NDPCI have partnered on Homeland Security related initiatives, including development of Homeland Security programs and training in coordination with the U.S. Department of Homeland Security.

The NDPCI / NSA Partnership bring together two recognized leaders in the Homeland Security field to strengthen the value of the Certified Homeland Protection Professional and Certified Homeland Protection Associate designations.
